Keeping Warm in Below Freezing Temperatures

How about shredding paper and cardboard and stuffing it inside of, or inbetween, cloth/ing?

Can use it for stuffing a quilt.
Can use as stuffing between two same shaped/sized blankets that are sewn together.
Can use it between two similar shape/sized pieces of clothing that are then sewn together.
Can use for stuffing between two similar socks that are sewn together.
Can use as insulation between the walls of simply built temporary shelters.

The cloth/clothing should be sprayed with stuff to make it water resistant/repellent ... It would have to be washed and cleaned in a manner that wouldn't make a mess with the paper and cardboard inbetween the layers, so maybe it could be stored protectively and only used when the weather is extreme? The material used can be old, and on it's last legs? So, having to throw it out won't be a hardship?
